You mean that dark line on the bottom lip? When I first noticed it I was like "What is this!?" Don't feel bad though. I'm just one guy. I'm sure other guys like it.

btw, how do u put mascara on the bottom? isn't it hard?

(i don't use makeup, but i've tried putting on mascara)

I do, I have never thot of applying on the upper lid alone. Won’t it be weird to use it on the upper lid alone?
If I stain my skin a little when applying it to the lower lid, I dip q-tips into water a little, dip in a cleanser then use it to wipe the stains off. I mix the cleanser with water because it might be too strong for the skin around my eyes.

xactly what i thot ma, everytime i'v tried puttin it on the bottom it just gets all messed up in the process, but then again dats me -no good with makeup.

my lower lid has few hairs on it..so putting mascara on it makes no sense @ all..plus it's quite difficult as KIR said..plus when the makeup washes off..the dark residue it leavee makes my eyes look kinda scary
