Looking for a dress

I am looking for a dress. I am not sure if these kind of dresses have a particular name. It is not a sheath. The best I can do is give a description of the dress.

It falls down to your shins. So it is well below your knee but definitely not near your ankles. The sleeves almost look like the neck of a cowl neck sweater. Kelly from american idle sang with a red one very similar to it. It is not a casual dress. It is definitely something you could dress up. I will appreciate even a website that you can send me to.
